Fluorescent inks absorb ultraviolet light and re-emit it as visible color, so they appear to glow rather than simply reflect. They reach saturations that sit well outside the standard CMYK gamut, which is exactly why they are printed as extra spot colors rather than mixed from process inks. Under UV or blacklight the effect intensifies dramatically.
